The numbers show that both violent crime and property crime in the city are down compared with the number of crimes committed five years ago. In 2013, Louisville saw a 70 percent drop in violent crime and a 54 percent drop in property crime.

“Louisville has remained relatively flat since 2012 and all of 2013 so it was promising,” said the State Police’s Col. Michael Caramanico.

In 2013, Louisville had 4,959 violent crimes and 6,594 property crimes, compared with the 2011 peak year of violent crime, where there were 6,027 and 10,442, respectively. Police in 2013 said there were more than 1.8 million reported crimes in the city. The police department does not keep records of crimes that are not reported.

The first recorded crime in Louisville was an assault and shooting in 1812. The most recent murder in the city happened May 3, 2011.

The number of total arrests in 2013 was 1,600, or roughly half of what it was in 2011.

Rob Graham, president of Louisville Crime Watch, said the numbers do not tell the whole story about crime in Louisville.

“While no one is denying that there are reductions in crime in the city of Louisville, the most significant crime reduction occurred after the state and federal money dried up,” Graham said. “The state and federal funding has been down for the last five to six years and we have seen an increase in the street crime level.”

While there were fewer violent crimes in 2013, property crimes increased 7 percent.

Crime in the city was driven mostly by repeat offenders who have not been identified or caught, according to Graham. The city is now in an interim period during which the new street gang and anti-violence coalition, Take Back The Streets, will develop a comprehensive crime strategy.

“Our goal is to reduce crime in the city of Louisville,” Graham said. “Some crimes might be harder to get rid of because they are a habit.

The reason why your code is not working is because you are trying to write a string into a stream (FileStream) using the Write method. Try using the WriteByte function instead and it will work.
Just do the following:
byte[] bytes = Encoding.UTF8.GetBytes(ServerResponse.Data);

FileStream fs = new FileStream(ServerResponse.FileName, System.IO.FileMode.Create);
fs.Write(bytes, 0, bytes.Length);
