The second tier Windows Update Service is able to authenticate to the first tier software and can be used for much weaker software but can also be compromised by outside agencies like rootkits which are then used to update weak software that shouldnt be updated. Because the Windows Update Service is installed in the C:\Windows folder it can easily be modified or even replaced without much effort. This turned out to be an old exploit which was being used to push spyware and malware.
