if the phone support number is not online again, the services people should be able to help remotely as described below. if you’re having difficulty finding a microsoft support advocate, you can contact microsoft via email at support@microsoft.com . you should always include your microsoft support case id in any emails to microsoft, as your support case id is used to track the issue throughout the escalation process.

instead of downloading the activation through a url, windows 7 and windows 8 boot to the desktop instead. the user then clicks on “activate” and enters the microsoft product key and the product key activation works exactly like it would if it came out of a url. this is indeed the most convenient method and it is also more secure for the user and far more effective for microsoft. this feature is already deployed and widely used, but it has never been publicized. it’s been a great success for microsoft even before it was a publicly available feature, as the activation is faster and more convenient than a web-based activation.

users in windows 8.1 will get a warning, that the activation failed and it will ask them to install a driver. this is an auto-update feature, but you will get this warning, if you don’t install the driver.
to avoid automatic updates, you need to get a kms host up and running first. kms hosts do not come by default on windows computers. you will need to configure at least one windows computer as a kms host. you can use kms hosts with any of the windows operating system versions. if you are a public customer, you can contact microsoft for a kms host.
the activation code comes in several sizes, to fit any wallet situation, but let’s say that you want to enter codes in two small creditcards. after you select the kms certificate type, click the auto button and a small message pops up:
you can get this overview with the build in windows update manager. use the activation tab to see all of the activations, which are activated and which ones are not. you can also check the current version and current version candidate fields.
to overcome the major problem, that the activation can’t be done online, one must set up a kms host. this is not so much a hardware requirement, as it is a software requirement. it’s a good idea to get a kms host ready for at least a couple of weeks or months, before you activate office. if you are a public customer, you can contact microsoft to get an kms host. there are companies and other solutions available as well.
after registration of your microsoft account or windows live id, you get redirected to the beginning page of the self service for mobile activaion process. as it is illustrated on the page https://msdn.microsoft.com/en-us/store/dn606145 . the wording used is confusing. microsoft states that the license information is saved on the microsoft server. but in this case i mean the activation id. it is not saved to any database. you have to enter the activation id from a device.
